Liu Shen Partner Speaks at the 4th Frontier ICT IP Forum

Hosted by IP Frontier New Media, the 4th Frontier Information and Communication IP Forum (IFIF 2026) was grandly held in Shenzhen from March 11 to 13, 2026. Centered on the theme Breakthrough & Positioning: Games and Prospects of Global SEP Licensing, the forum gathered over 75 distinguished speakers from judicial authorities, leading enterprises and law firms, together with nearly 400 in-house IP executives from various industries, to explore fair and efficient new paradigms for SEP governance.

On the afternoon of March 12, CHEN Jinlin, Partner of Liu Shen & Associates, delivered a speech entitled SEP Judicial Practices in China: Shift from Following to Parallel Development. His presentation focused on China’s judicial practice in SEP-related litigations. He sorted out landmark SEP litigation cases in China, reviewing the industry’s evolution from the initial stage of following global practices to the current phase of parallel engagement in integrated global litigation governance. In addition, he conducted in-depth discussions on China’s judicial trial rules for SEP disputes as well as relevant judicial interpretations and legal rationales, from multiple dimensions including licensing royalty rates, injunctions and preservation measures.

Also on the afternoon of March 12, Attorney WU Ziqing presided over the roundtable themed Judicial Practice and Calculation Methods of Global FRAND Royalty Rates: Challenges and Integration. The panelists included WAND Bei, Director of Licensing at Strategic Cooperation Department of Xiaomi Group, Andrew Sharples, Head of Litigation Team at EIP UK, and Peter D. Camesasca, Founding Partner of Camesasca BV.
Under professional moderation, the guests exchanged in-depth views on the latest trends and methodological divergences of FRAND royalty adjudication across major global jurisdictions, and explored feasible approaches to align global calculation principles for FRAND rates. In her closing remarks, Ms. Wu stated that although there is no universal conclusion on FRAND royalty determination, sustained dialogues such as this forum will steadily promote consensus building. The essence of FRAND lies not in isolated breakthroughs within a single jurisdiction, but in the coordinated evolution of global governance mechanisms.

On the evening of March 12, the forum held the exclusive Licensing Elite Award Ceremony. Toshifumi Futamata, Chair of Japan SEP Expert Group, presented the Annual Best Litigation Strategy Award to Liu Shen & Associates, in full recognition of the firm’s outstanding strategic layout and far-reaching influence in SEP litigation practices.
