Liu Shen (Shenzhen) Office Assists Nanshan S&T Innovation Bureau in Issuing IP Guidelines for Six Overseas Countries

On the afternoon of April 29, 2025, the launching ceremony for the official opening of the Nanshan Global Service Center was successfully held in Shenzhen. At the event, the Nanshan District Science and Technology Innovation Bureau of Shenzhen Municipality officially released the Guidelines on Intellectual Property and Science and Technology Innovation Services for Six Countries (hereinafter referred to as the Overseas IP Guidelines for Six Countries). HUANG Xiangyue, Secretary of the CPC Nanshan District Committee, ZHANG Jingping, Director of the Nanshan District Science and Technology Innovation Bureau, together with representatives from leading Chinese enterprises going global, renowned foreign enterprises, professional service institutions across various sectors and industry experts attended the ceremony, including ZTE Corporation, CICC International and SF Express. AN Zhifei, Managing Partner of Liu Shen (Shenzhen) Office, and LIU Zhijie, Partner of the Firm, attended the event as official representatives of Liu Shen.

Drafted by Liu Shen (Shenzhen) Office upon the commission of the Nanshan District Science and Technology Innovation Bureau, the Guidelines serve as a practical overseas expansion handbook covering Singapore, Thailand, Vietnam, Saudi Arabia, the United Arab Emirates and Qatar. The publication consists of four core modules: overview of local intellectual property legal systems, guidance on IP layout, instructions on IP dispute response, and interpretation of policies concerning scientific and technological innovation and investment. It marks another key initiative of the Nanshan District Government to implement provincial and municipal arrangements for overseas intellectual property protection.

Against the backdrop of the national “Going Global” strategy, Chinese manufacturing is transforming from simple product export to the global output of brands, technologies and standards. Intellectual property has become a core competitiveness of enterprises and a critical cornerstone for their overseas market expansion. Tailored to high-frequency IP scenarios faced by outbound enterprises, the Guidelines summarize practical legal pointers on the IP regimes of the six jurisdictions, aiming to deliver clear and actionable guidance and support Chinese enterprises in their global business expansion.
